ANNUAL PERFORMANCE 2010-11
Production:
Coal India Limited (CIL) the Maharatna public sector undertaking closed the fiscal 2010-11 with a coal production of 431.32 Million Tonnes (MTs) compared to 431.26 MTs achieved in the previous fiscal. During the Financial Year 2010-11 Comprehensive Environmental Pollution Index (CEPI) embargo; delayed environmental/forestry clearances and land acquisition have restricted the desired level of production growth of CIL. As a direct result of these issues CIL had lost around 16 Million Tonnes of coal during 2010-11.
Raw Coal Off-take:
Raw coal Off-take during FY 2010-11 was 424.50 MTs registering a marginal growth of 2.1% compared to 2009-10. Non availability of the required quantity of railway wagons proved to be a deterrent for supply of increased quantity of coal to consumers. Against an annual average of 185 rakes/day the actual availability has been 162 rakes/day. This translates to shortfall of 23 rakes/day, which in turn meant around 32 Million Tonnes of shortfall in coal off-take. CIL’s immediate concern is to reduce the coal stock accretion at its pit-heads and increase the coal off-take. This would mean liquidation of coal stock, of 70.56 MTs at the closure of the fiscal, by at least 25%, in addition to dispatch of the planned production. As a reaffirmation of this, Coal India is observing 2011-12 as 'Year of Coal Off take'.
Coal despatch to Power Utilities - the largest coal consuming sector in India - was around 304.15 MTs during the fiscal against 298.03 MTs previous fiscal evincing a modest growth of 2.1%. In absolute terms the increase was 6.12 MTs. Consumer sector wise Coal Off-take:

E-Auction of Coal:
Sale of coal through e-auction mode during 2010-11 was 45.67 MTs, which is 10.58% of the total production of 431.32 MTs. Sales revenue through e-auction was Rs.8,891.13 Crores.
Over Burden Removal:
There has been improvement in Over Burden Removal (OBR) - an important performance criterion, which exposes the coal seam beneath. Growth in OBR is necessary to ensure growth in coal production in the subsequent period. Over Burden Removal (OBR) during 2010-11 was 732.13 Million Cubic Metres evincing a growth of 7.3%. But this growth could not be translated into coal production because of the environmental issues.
Coal Projects during 2010-11
A total of 301 Projects - 90 ongoing and 211 completed - have contributed to the tune of 408.49 MTs during the fiscal 2010-11
Target for 2011-12
As per the MoU for the fiscal 2011-12, CIL's targeted production and coal off-take have been fixed at 452 Million Tonnes (MTs) and 454 MTs respectively for attaining an 'Excellent' rating.
Manpower
The Manpower of CIL as of 31 March 2011 stands at 3,83,347. The reduction in manpower during the year was 13,791.
Recruitment
In recent years CIL has become a preferred employment destination. During the year 2010, through open recruitment, CIL has inducted 506 external candidates from leading IITs, IIMs and NITs and other premium institutes. Further, 406 candidates from institutes of similar repute have been shortlisted for appointment. In a further recruitment drive CIL has advertised for 1080 posts in different disciplines for which the response has been overwhelming so far, even before the closure date.
